Open interoperability proposal

Partage Defence Network

Partage is an open interoperability proposal initiated by Atlas Fabric for Canadian defence, maritime, and mission-critical technology. Independently developed systems should be able to exchange useful information without permission from a single commercial platform operator. The ambition is a Canadian public-interest standard shaped by independent contributors, and not controlled by Atlas Fabric or any other company alone. Partage is not an operational network or a recognized standard. Its technical scope and future governance remain open.

Proposed concept. This drawing is not an operational network.

Proposed concept: sonar, autonomy, edge systems, a university, and a program sending contact reports toward one shared report. This is not an operational network.

The drawing shows a proposed shape. A sonar effort, an autonomy effort, edge systems, a university, and a program could each send the same kind of contact report. Who, when, where, and confidence are the first fields described here. The sensor and the recording stay with the builder.

The interoperability problem

Useful information often stays inside one vendor's system. Another organization can then read it only with that vendor's permission. Partage proposes shared definitions so independently built systems can exchange a contact report without making one commercial platform the gate.

Built for independent innovation

  • Independent implementation

Organizations should be able to implement published Partage specifications without Atlas products or services. That is a design principle. A complete specification is not published yet.

  • Ownership of inventions

Organizations keep what they develop on their own, including their technologies, recordings, algorithms, and products. This page is not a legal warranty.

  • Shared interoperability

Common definitions are meant to let independently developed systems exchange meaningful information.

  • Public-interest stewardship

Atlas initiated Partage and does not intend to keep permanent sole control. Governance by more than one kind of participant is a future aim. That arrangement does not exist today.

  • Security and responsibility

An open specification is not permission to share classified, controlled, protected, or sensitive defence information.

Organizations keep their own systems and data

An independent implementation should run on infrastructure the organization controls. The sensor, the recording, and the operational data stay there. Partage is not a requirement to connect that infrastructure to Atlas, and it is not a place to send classified, controlled, protected, or sensitive defence information.

A first building block

The contact report is the first proposed technical piece. It is not the whole of Partage. It says who sent it, when, where, and how sure the sensor is. The recording stays with the sensor. Another organization could show the same report on its own screen. No complete specification is published on this page.

Who may eventually take an interest

These are prospective audiences. Naming them does not mean any person or organization participates, endorses Partage, has joined a governance body, or has agreed to adopt a specification.

  • Individual researchers
  • Universities and research institutions
  • Canadian companies
  • Defence and aerospace organizations
  • Government representatives
  • Interested allied organizations

How contribution could work later

Researchers and organizations could eventually review a published specification, propose changes, build an independent implementation, or test interoperability for a stated use case. None of those paths is open as a membership, a funded program, or a procurement vehicle. No contribution license is offered on this page.

Atlas Fabric's contribution

Atlas initiated this proposal. Atlas is pursuing engineering work toward an initial implementation, and Atlas keeps ownership of technology it develops on its own. Other organizations should be able to build their own implementations. Atlas does not intend to permanently control the common definitions. Atlas commercial engineering is separate from this proposed shared foundation. This page does not claim a completed demonstration, validated interoperability, or an operational defence network.

Stewardship is an intention, not a structure

Atlas Fabric is the founding initiator. Independent stewardship by more than one kind of participant is the long-term direction. That governance has not been formally established. Atlas has not delegated authority it does not have. An invitation does not give a government organization, a company, or an allied organization any governance role. No single participant should acquire unilateral control of an eventual interoperability specification.

  • Public specification contributions are proposals for shared definitions. This page does not publish a standard.
  • Private technical material stays with the organization that holds it.
  • An expression of interest is personal information. It is not a specification and it is not a governance right.
  • Independent implementations are a design objective. They should not need Atlas products or a connection to Atlas infrastructure.

Expressing interest does not assign or license intellectual property. Background inventions, contribution licensing, publication rights, and confidentiality are not settled here.

NATO interoperability is a design objective

Where a validated use case needs it, a future Partage specification should be able to sit beside applicable NATO standards and profiles. Federated Mission Networking describes a federated approach in which participants keep control of their own capabilities. The NATO Interoperability Standards and Profiles catalogue guides standards selection. STANAGs are NATO Standardization Agreements. Partage is not part of those programmes. It does not claim NATO conformance, NATO endorsement, FMN compliance, STANAG compliance, government adoption, or participation by any NATO-allied force.

  • Proposed: compare a future specification with applicable NATO standards and profiles when a use case requires it.
  • Implemented: not established.
  • Tested: not established.
  • Verified compliance: not claimed.

What is deployed

The interoperability network is not operational. A separate intake service is. It accepts an expression of interest and stores it so a person can reply. It does not connect sensors, share operational data, or open a working group.

  • You use the form on this website.
  • The website server sends the submission through Cloudflare Access to Partage Core. Your browser does not receive those credentials, and Partage Core is not a public API.
  • The record is stored in Canada on encrypted storage, with private backups.
  • The Partage software repository is private. The form does not create an account, and it does not grant repository access, an API credential, or a login.
  • A reply, if you consent, comes from 2681295 Ontario Inc. It is not membership and it is not a commitment to collaborate.

Help shape Partage

Partage begins as a proposal, not an established network or a standards organization. Engineers, researchers, manufacturers, academic institutions, and other contributors are invited to examine the idea, challenge its assumptions, and help explore what an independently implementable foundation could become. Taking an interest does not mean membership, endorsement, or any duty to collaborate. No organization has joined. As the proposal develops, its direction and any later governance should be shaped by a broader community, not by Atlas Fabric alone.

Sending the form does not create membership, governance rights, procurement eligibility, endorsement, or access to restricted defence information.

Current proposal status

  • Partage is an early-stage proposal.
  • The initial contact-report concept is described on this page.
  • A complete technical specification is not published.
  • An independent implementation has not been established.
  • Independent governance has not been established.
  • External participation has not started.
  • An intake service for expressions of interest is separate from the interoperability network.

Developments are described on this page. There is no Partage mailing list. You can send an expression of interest from this page. That request asks for a reply. It does not create membership or a commitment.
